1) It looks that they do not have a official English translation.

2)The Road Map has been revised and modified every year since 2005(?), and the 2008 version is the newest. The newest Japanese version is available at External Linkhttp://www.nedo.go.jp/roadmap/ and http://www.nedo.go.jp/roadmap/2008/sys1.pdf
